Paramatta Zoning

    hi I was after some advise - I was looking at a land in Paramatta of around 1000sqm. With R3 and R4 zoning, this would allow for Residential flats and Townhouses to be built. However one of the conditions for residential flats development is frontage of 24m. The land I am looking at is only 15m frontage. So would this mean that residential flat development is not allowed at all? Or would I be able to put a plan to the council and they may consider residential flat construction with some condition?
    Anyone had any experience?
