Paper roads

    Hey all,

    Have a block of land in narraweena. We have previously sibdivided and sold off the original house. We still have about 1500sqm left and have built a new house on half of it. Obviously the block is big enough to split again. The main problem is to use the other half of this block we would need access through a cul de sac one street north. The surveyor told us that there is a 'paper road' proposed at the end of the cul de sac. This would give us access to the bottom half of the block and hopefully we could build another dwelling.

    Just curious has anyone ever developed a paper road? I'm guessing we would foot the costs for curb and gutter, road etc

    Until a road has been dedicated it cannot be used - plans may change.

    Hey Scott what do you mean by 'dedicated?' As in the council has plans? Is there no way we can pay for it ourselves?

    The DA for the subdivision needs to be approved by council. Then, the linen plans need to be prepared by the surveyor, registered with Lands (for the subdivision, creation of lots/titles, S88 instruments (easements) and dedication of the roadway.

    A paper is only worth the paper it's drawn on ;)

    But depending on the area could be a bit of a positive for you to getting it approved - which you have to pay all the costs for. Worth looking into though

    But you never know what other authorities or council have planned. So don't go counting your chickens before they hatch:D

    Like this one below has a paper road. It's through a creek and steep gully (expensive road! ) and then recently they built a dirty big pump station at the cul de sac so unlikely it will be joined now

    Thanks guys,

    Waiting for council to respond but you're saying I need to get the DA approved etc then sort out access to the block via the paper road? So doesn't this mean that we could go through all the hassle and expense of that process then get rejected? Or is that unlikely?

    Done done Google searching it's fairly vague.

    I think the da would include the access or best to find out if you can get a road done before you sub divide or you could be out of pocket

    @dan2101 - Paper roads aren't guaranteed to be built, nor are dedicated roads however a dedicated road does grant street access to a block, even if it is an unformed road as per @bob shovel's example (dedicated road but too expensive/not viable to build).

    You have no control over the adjoining owner's timeframe for the subdivision, registration or building of the road.

    Thanks guys. Still confused though haha.

    So if you look at the above map we own 56b consul road. The current cul de sac ends adjacent 13 northcliffe avenue. You can see the paper road extends all the way to the top of 56b which would give us access to the entire bottom of the block if we could extend it (the house we've already built sits up near where the 56 is written on the map.

    I spoke to council today and no one seemed to have any clue so I'm a bit lost. If we agreed to pay for the whole thing what would be there reason for refusal? If they do refuse is there anyway we could appeal?

    Obviously it would be fairly lucrative to get this over the line as new houses are selling for about $1.5 in the area and it would basically be a free block of land (subdivision costs aside).

    The 9.78ha site facing Warringah Rd is zoned E2 - Environmental Conservation. The undeveloped bushland on Northcliffe Ave is zoned RE1 - Public Recreation.

    The chances of that road being built <0%

    Looks like you will need to do what 58 a-d have done and create a driveway back to Consul Rd

    Thanks so much for your help Scott. The problem with creating a driveway back to consul road is that there is a massive drop off from the little rock shelf you can see on your picture to the rest of the block. We could only build at the bottom of the block and the only possible access would be via the unit development down below (you can see the large grey roof). Not sure how we would go about asking then but I can't imagine they'd be overly keen to let us use their driveway to access a new house.

    Think we are stuffed on this one by the sound of it!

    Hi guys,

    Just wondering what your thoughts are on a couple of ideas I will be taking to council:

    1) paying for and building the paper road ourself but pitching it to council as a fire break which will also provide better access for trucks in the event of a bushfire.

    If this fails

    2) extending carport at 56b (which we own) and installing a travellator down to the block below. Obviously this will reduce its value but if it got through council we would be essentially accessing a 'free' block of land. Council have stated over the phone 'the block is there to be built on you just need to find access' so seems plausible?
