Owners Corporation legally required?

    Hi

    Does anyone know if three factories that are on a corner with one factory clearly having its own driveway facing one street and the other two side by side factories facing the other street each with their own street frontage each but sharing a common driveway actually require an owners corporation?

    I have attached a picture of the site ayout, disregard the highlighting as that just shows what is my property.

    The property is in Victoria.

    Yes, if the water authority requires an OC to be created so it can deal with one entity regarding the water assets.
