    Thanks for your help Paul.

She does not have any government benefits. As such, I would like to try to settle the matter with the council - but am just seeking the best negotiation tactics.

When she has paid nothing for 6 years and been missing in action, what sort of position do you think you could negotiate from?

The debt is owed, everyone else has paid.

If there is no money after the mortgage and rates were paid, stop wasting time on this and work out what you will do with the shortfall

I suspect that as with most things, it often comes down to who you know, rather than what you know. Beyond some of the excellent suggestions above, perhaps approach a sympathetic current or past council member to discuss your case and some possible avenues....

I work for a local council in Victoria, and our process with people in financial hardships is firstly an open book review of their capacity to repay, then set up a practical payment plan. If that is unviable then there is some arrangement entered into for rates to be recovered on sale of the property, when the owner chooses to sell or passes away. Not sure how we would handle 6 years in arrears

If you're successful in negotiating a significant amount off, let me know. I'll then stop paying my council rates for a few years and then finally pay cents in the dollar years later!

That might be another reason why the council would not want to set a precedent!

The link you gave is for the Logan City Council.

OP said the property is in Gympie.

Thanks for all the help team. I shall give them a ring myself and see if I can muster up some magic - I shall report back!
