    In Vic these are usually on the rural outskirts and built with parks and lakes and/or wetlands etc.

    The developers can (and actually are required to) provide open space within these developments since they are masterplanned ‘green fields’ developments.

    The difference in a ‘brownfields’ urban site is that there is little opportunity to create a small park as part of a multi-storey build - so developers make a contribution to allow council to pool the money for a future purchase or improvement of public open space elsewhere in the municipality.

    S94 are development contributions. A GF does not create additional lots and doesn't increase rates (in NSW - the VG uses the unimproved capital value).

    Rates contribute towards the maintenance of existing facilities not towards future acquisitions or major capital works which are contained in the S94 budget.

    Our council is very benevolent and looks after minority groups well.

    Those are state significant developments and approved by the state not local government.
