newbie: can you build a house on a C1Z?

hi all, newbie here, please be patient with me. sorry if i cant disclose the location as im still looking into it. (red rectangle)

can you build a house on a c1z? or what would you do on this land?

land is about 630sqm corner lot, just at the back of township with a population of 11,000.

the old house across it (yellow rectangle) is currently for sale at $245k.

Mixed use commercial centres for retail, office, business, entertainment and community uses.

 

I'm just confused what Accommodation means, and what the condition means?
Any frontage at ground floor level must not exceed 2 metres (other than a bed and breakfast and caretaker's house).

and also not sure about Home based business, does it mean I can build a home/office?
