VIC New Legislation (End of Lease Cleaning) on cost of cleaning confusion?

    I need some clarification if anyone could help? I was told by our PM that with the new legislation, A future tenant must complete an End of Lease cleaning on the property on exit, IF he received the property with an End of Lease Cleaning. (Like for Like)
    I like this idea, because often, when renters do dodgy cleaning themselves and its hard to argue what’s acceptable, even it might be Below the standard condition compared to how they initially received it! and because you cant just charge them a portion of bond without going through VCAT (and in most cases VCAT is on the renters side)...

    So I want to pay for an End of Lease cleaning myself before we find a new tenant. The Question is, our PM has told us, the cost MUST be around $500-800” (we have 3 bedroom unit). I have never personally paid this much on an vacate clean and my cleaner always did an amazing job, like absolutely Spotless! I argued, Doesn’t it Like for Like meaning If I did an End of Lease clean, the future tenant must return my property with an END OF LEASE CLEAN? my Pm said NO, if the owner only spent $250 on a vacate clean, then the cleaner doesn’t have to do a End of Lease clean, the tenant will only pay for a professional cleaner that cost $250! (Well, thats NOT my understanding of Like for Like)

    So basically, it feels like my pm is asking me to pay my cleaner a few hundred bucks more than what the cleaner charges me, JUST TO MAKE MY FUTURE TENANT DO THE SAME? This sounds rather mad to me.

    And who said the industry standard for a 3 bedroom unit is $500-$800 End of Lease clean!! and you MUST spend this much, in order for your future tenants to do a decent End of Lease Clean on exit??

    I dont have time to read 100 pages of the new legislation but hope someone knows?

    The information Is on page 9 of the Residential Tenancies Regulations 2021 - in section 12.

    There is no mention of minimum or maximum cost.

    Seeing a lot of caps here. Chill bruh.

    The companies that specialise in "end of lease" cleaning do charge $500 or so. They do a very thorough job to ensure that the property is in a good state (they'll wipe every cupboard, every ledge, every window sill etc til the cows come home). Spot cleans, carpets (including steaming) and so on. They'll wipe out all the gunk in your bathroom fans, and clean the ventilation above the stove for grease.

    You could just hire a cleaner to come in to clean the house. A full day would be about $250 and they'd do a good job. But it's a different type of clean. It won't be as thorough, it will be very cosmetic. That's why it's cheaper. It's one person over a day vs 3-5 people over half a day.

    So it depends what you want your tenant to do when they move out, because all they have to do is like for like. Pay for an end of lease clean, or pay for it just to be clean. But what you do determines what your tenant will also do when they leave. That's the law, like for like.
