Check your state or council website as it will outline what you can do.

    It's between WA & NSW/Vic - they simply won't talk until Feb 2022

Most people stuff up the fencing issue from day one by not following the initial process and knowing what is an acceptable fence subject to the rules. Review that. Any process will require a valid claim was initiated and then unlawfully rejected.

I better find out what is the process for Parra council as one side of the fence is kind of old and crumbly, but owners are very old couple with health conditions (90+) so we are just keeping it simple. but in case they sell, we will need to have chat with the new owner

Good point - the OP didn’t say, so I am assuming Vic.

The best advice I've ever received has been from the fencing contractor ;) (who I called out to quote).
Being "leave it with me" :D
They went to neighbor and got them to agree/sign and pay deposit (for 50%) of replacement fence cost
I signed for the same and voila = new fence a few weeks later :)

Thank you Joynz, I have taken a screenshot of this. Wylie, no this is another one from where the builder pulled down my side fence without notifying me and erected a colorbond one which I totally hate. I also have two houses next door to each other which require a new back fence and each of the owners at the back have totally ignored me. This one the owner has a colorbond fence on the other side which he was bullied into having, now wont budge on having a colorbond one this side which makes this house have mismatched fences. Fences!
