Ultra-simplified version... Usually there is a land council that organises everything. Certain landholders might need to pay a lease to the land council. The land council then dispersed the money to the traditional owners.
If the land is in private ownership, NT is extinguished. If the Crown can prove that the land has been used continuously eg buildings, leases, licenses etc - then NT is likely to have been extinguished.
