Is it an offence not to provide details to Council Authorised Officer?

    The difference is that the wine will stay corked unless you open it. Your dog might not!

    By the way, is it legal to drive with an opened container of alcohol?

    The problem is everyone thinks their dogs are well behaved angels. Even the ones that end up attacking kids.

    Lowest common denominator drives these laws.
