Is it a tenant's job to plunge the toilet every time it blocks?

Is there any difference in throne use to your last place? Upgrade to 3 ply or more curry in the diet?

If all the same then the plumbing may be up the ****

Toilets don't just block for no reason - unless something was wrong with the toilet itself

I had a tenant where the toilet kept blocking and found out she was flushing her 'sanitary waste'. Needless to say we made her pay for plumbing charges and miraculously the toilet never blocked again!

I have another property where the toilet was installed in a way so that the plumbing was sloped slightly 'uphill'. Had to fork out myself to get that fixed

    Depends on the situation really......

At my high school they had to dig up a whole lot of the plumbing going through the school property because of sanitary waste. Huge operation...
