    Likely you've misinterpreted. Should really target below 30% renters. 70% owners. Keeps nice pressure on owner occupier appeal. Rental premiums are usually higher and higher quality tenant.
    Places with high level rental population also often equals high rental properties on the market increasing supply and keeping a lid on both rental increases and CG.

    Yep as stated by Wilso above lower % rental pool means higher Owner Occ % in an area. This usually correlates with more personal attachment to the area which can lead to better growth demand and higher quality tenants. There are always exceptions of course but as a guide.
