No, a KDR is deemed renovation. The existing property can be valued up to 1.5mil.

We could have fast tracked our knock down rebuild - oh but apparently we earn too much! I am sure if I shop around I will save 25k anyway.

I can see the measures pushing down established prices in WA in the sub 500k market. 70k incentives to build is huge. Land prices may go up.

Trading up may be put off if ppl take the grant and extend their current PPOR to avoid transaction costs. This could put downward pressure on existing dwellings.

It's been impossible to get any information on it from any of the state OSR's until @ 1-2 weeks ago... and there has been no process in place to apply for it until @ 1-2 weeks ago. All that has been available is the announcement itself (early June) and a treasury fact sheet that prompted more questions than it answered. Then 2 months of radio silence, basically. Shambles like much of what Scotty from marketing does, but may yet come good and be inundated with applications, now that states are signing up and getting things together to deliver it for the coalition . Like most things Covid related, until the various states step in and turn coalition talk into action, things don't really actually get done.
