Welcome to the forum. Are you building to live in or as an investment? If to live there - then please yourself. As an investment it does not stack up for me - only 3,500 population (my rules are > 10,000) to start. Its a farming economy - and for me farming businesses are sucky - subject to droughts and flooding rains. I know we need farmers, and I appreciate the food they grow, but it's not for me.

If you plan to invest, you need to come up with a better strategy than just thinking about buying land & then building, before implementing it. Stick around here and also have a read of some property investment books etc and get a thorough education so you can ask some good questions to help you develop a plan.
@Propertunity is right bit more thinking could pay dividends here. There is a lot of land around Koo Wee Rup so what makes you think the supply demand equation will drive growth?
