    Who does stormwater approvals for granny flats under CDC?

    Is it the council or private certifier?

    Reason for the question is that land slopes back (<500mm) so cannot connect gravity feed it to the road and no rear easement. Charged system or dispersion pit will work but council doesn't accept these methods though I have read in many guides that CDC do allow. Just wondering whether a PCA can approve it or whether the PCA only approves if it satisfies the particular council's requirement?
