FSR - why does the NSW Planning Portal give a range?

    I'm referring to this site Property details | NSW Planning Portal that I'm sure many of you use. The FSR overlay always gives a range, always being 0.05 above the actual FSR control specified by the LEP. Why is this? I cannot find mention of any range or conditions of exceeding this control in the LEP documents. How can I, for example with the below case, get a 0.49 FSR instead of just the 0.45?
