Fence Regulation - Central Coast?

    Hi,

    New here and also new in home improvement (total newbie) so please bear with me.

    Can anyone advise the regulation for the front fence? I saw in the NSW Planning Portal website that front fence must have a maximum height of 1.2m but where I am some neighbours have front fences that are apparently higher than 1.2m.

    I read somewhere too (here) that fence regulation is set by the local council. My questions are:

    - Anyone knows what the Central Coast council regulation is? I just can't find it after searching for it myself.
    - How is it that local council regulations can override the state regulations?
