Fence damage due to next door's structure - what action can be taken?

    I have a relative whose house has a section of common fence being tilted due to a derelict wooden shed next door pressing against it. He has written to them to ask for either a demolition of the derelict structure or a repair to it to stop further tilting of the fence to falling down. If the next door neighbour ignores his request, what can he do? Can he complain to the Council on the ground of a dangerous structure affecting the safety of his house? Legal action to be taken? Is this going to be a long drawn process if a claim is to be made? Anyone has such experience? Thanks.

    Give them time to reply, going straight to council will cause bad blood, if unsatisfactory communication a report to council would be my go to.
