The news tonight talked about the nsw governments plans for an F6 motorway to Wollongong.
Do you reckon that will increase prices down there when the motorway is built?
Would now be a good time to buy knowing that Wollongong residents will take quicker to get to Sydney once built?

No. The motorway is going to take ages to build, not even the precise route is decided yet. Also, Wollongong property has peaked just like Sydney, and by the time the motorway is anywhere near completion may be at a very different stage in the cycle so buying now is far too speculative. Finally, I'm not sure how much of a difference the motorway will actually make to commuters: even if it does save fifteen minutes driving time or so it may not increase the number of commuters enough to have an impact on house prices.

Governments make all sorts of announcements about infrastructure all of the time. The only time to pay attention is when they fund the announcement.

Previous Labor govt in NSW was notorious for making infrastructure announcements however it rarely funded them which is why we had so few new roads, bridges, rail projects (metro, rail carriages) etc. Unless there is funding announced in a budget, then passed into law, infrastructure doesn't get built.
