    The wording still isn't clear to me. Some of the articles I've read sound like it says 10k extra places to the EXISTING scheme (which is not limited to new builds), plus an additional 10k places (which are limited to new builds).

    I'm still very confused. I've read a few articles and there's some slightly vague language in some of them.

    It's for new or newly built, says it there on the website - it's 10,000 new places in addition to the 10,000 released from 1 July this year (which have already been allocated)

    It was said on ABC news today that 90% of previous allocated spots had been for established properties. With only new builds now eligible im guessing there will be less pressure on established stock.
    There was a point where the speaker said the cap should be scrapped completely.
