My house has a loft extension with its own entrance no kitchen or bathroom. Its definitely bigger than 60m2. The structure itself is an approved build. It would be really easy to convert. Would i need council approval for this? 2017-11-08 07.23.11.png

Where are you located and are you planning to sell in the future as you may need approvals for when the time comes to sell the property

If you wanted to use it as a GF and add a 2nd kitchen to do so then yes, council approval. There would need to be a fire rated wall to isolate the two sections also. New (tougher) BASIX rules would probably apply.

All changes to property in NSW require approval unless they are exempt. The exempt development link provides specific examples and rules for each. The exempt pathway is one of nine...The other 8 are fairly limited.

Note that any exempt works must also comply with BCA.
