I have solid concrete ex department of housing solid concrete 1950s era home. Tenants have made a mess of walls. The interior will need cleaning and repaint. What is the best way to tackle these concrete interior walls, and ceiling (pretty sure solid concrete)? anybody have similar experiences

Concrete is pretty forgiving - but I think the OP means concrete block construction??
    If keeping....get the bond....!!!
Provided no serious issues with the actual structure.....
Fill in the divots in the walls and ceiling - make smooth.
Use a good stain blocker sealer to seal all surfaces (like Zinnister 123 or similar)
Paint with a dedicated, good quality washable paint in neutral colours.
    Rent out to good tenants......:)

Or if your going to flog it -
Use the stain blocker on the big marks, cheap undercoat and cheap paint - same colour all surfaces....good for short time.....;)

I would think you would need to make a concrete render mix? I have looked at buying one of these commission homes in the past, but am put off by the concrete walls due to the difficulty accessing electrical etc in the walls. How do you go about replacing electrical, adding power points etc?

Agent has bond available, as house is not ready to be rented out until interior is fixed.

Ring up your insurance company and let them deal with the problem...

Same way that they did 50 years ago... take it or leave it!

Modern services are so over rated.

Replacing ? well, power point or switch worn out, unscrew and replace ...... same as anywhere.

PM Person "Hi, tenant is requesting 2 new power points and moving a light switch".....

    No...... any actual issues ?

It is an IP, people have lived in it before successfully, they will in the future, oh, and I have chased many a wall years ago :)

Same as you would in a block of units. Chase it (gouge out) the wall and patch.

The wiring would be TPS if it is 80s on, you wont be replacing it in your lifetime most likely.

I have not looked at the concrete wall places they do in Melb lets say, but it would likely have a conduit in the wall already, which means you can pull new cables if need be, otherwise you chase the wall, it is messy, but that is how it is done (or was).

I sort of think like you, because I like to do things the easy way, but I think concrete walls and resistance to tenants outweigh having to do electrical work here or there.
