There is gap between the Downpipe and gap joint gap [as shown in my photo]. I have tried to seal it with silicon without success. Any input would be appreciated.

With the downpipe sitting inside the catcher (technical name?) is it a problem? Or does the water overflow?

    Why is there a gap?

Is the gap there on purpose (a cheap fix) because the storm water pipe is blocked?

I'd be checking that there is no blockage.

If OK I'd be closing that gap and then using sillycone.

Yes, when it rains, the water leaks out from the gap. Normally the downpipe should sit inside the adapter (the technical name, I think)

I never noticed the gap until the pest man did the chemical barrier. i couldn't figure out how it happened. The pipe under the ground is stable and there is no blockage. I sealed it with silicon about two months ago. Yesterday I went back to the property and noticed the silicone had a crack along the gap. I am not sure if it's caused by movement.

It’s hard to tell without a decent photo or two in the body of the post (not as your avatar!)

Sorry I couldn't access my Imgur account at the moment. So I did a short cut :D. But I will try different internet access shortly.

Shrinkage - the ground has settled (possibly due to the water splashing around and washing away). It is possible that the house has grown but I doubt it.

Silicon has to stick to something but there's nothing for it to adhere to on both sides.

The brick paving was a bit messy. I have re-laid it.

Looks like it has had an extra bit added already?

    Plumber (get it done properly)?

Looks like someone has been walking over the pipework, just dig up the outlet pipe and push it back onto the downpipe then seal..imho..

Looks like a bit of ground subsidence, combined with a dodgy paving job.

    as already said,
you might be able to slide the downpipe down a bit, provided the brackets allow and there is enough overlap at the top.
    or replace the adapter.
or get a plumber to fix the whole lot properly

Thanks everyone. I will consider all the suggestions here. I will go to the property this weekend and get it sorted out.

Ground has moved and pulled the two apart.
Needs to be pulled out of ground and pop rivited (plus silicone to seal). Circular ground peice will be close enough to drain, may require extension.

What I’m really concerned about is the bloody electrical conduit running though a water drain!!

My guess would be that's for the aircon drainage. Easy enough to use the flexible conduit to go around the corner into the downpipe.

    It's aircon drainage.
