    Bit of Devil in the detail there with regard to the vendor having to change horses half way through the process but it's obviously been sorted out and paid off. I think the instinct of a home owners is to get this 'paperwork' done on the cheap and not invest in the 'design' outcome.

    You get what you pay for and just getting a permit may not be value adding. I often review plans with permits and many developments are poorly designed (layouts or expensive builds) and can also be constraining in that it's hard to go back and get changes made/agreed to which don't require re-advertising etc.

    You need to have enough understanding of the planning codes to critically assess information town planners and designers produce for you. They do make mistakes and sometimes overlook things. It can take time to wade through the codes but is worth the effort.
