    I would say there is still no cost, only if the agent had spent money would you need to reimburse them.

    Otherwise just keep rejecting the offers until it is substantially more the agent will want to give up trying to sell the property.

    No issue generally as the owner cannot be compelled to sell, but they may be up for some marketing fees depending on what was agreed upon. An alternative to telling the agent it is not for sale is to just see it out and see what sort of offers come in.
