Different Class fo Building for Stamp Duty Purposes (VIC)

    I have a question in relation to the classes of building as outlined in section 4 on page 9 of the following document:

    I'm interested in the line where it says, "not including basements", relative to the situation I will describe here; If the apartment block in question as 3 levels of apartments, and the ground level is the carpark, can the carpark be considered as a "basement"? (ie there is no underground floor). So, in this instance, would the building be considered as a high rise, ie the 3 point item in section 4?
