    what about the person who lies/exagerates their experience/quals and thinks they are good at their job , but isnt good at their job?
    inexperienced or incompetent or are these 2 not applicable

    By definition (of incompetent); inexperienced = incompetent.

    But you have to add the context of experience.

    In one of my teams at work there was an incompetent person and an inexperienced person.

    The incompetent person was experienced but could not seem to ever get their reports right, no matter how many times they tried. Reports got sent back for corrections but were still wrong.

    The inexperienced person didn't always get everything right the first time but worked hard to produce high quality work. Reports got sent back with corrections and ended up being great!

    To me, that is the difference.
