Development Timing / Consultant Timing

    Good afternoon all,

    Hoping to create a constructive discussion with everyone here.

    I'm reaching out to see your experience with timing for completion of stages/competition of consultant works.

    I am running my feasibility and have my own anticipated timing for each consultant however I would be interesting to hear your opinions on these anticipated timing / what you have experienced yourself whilst developing.

    (Based on a small development in Victoria)
    My current anticipated timing is as follows:

    1. Initial development assessment for viability - 3-4 weeks
    2. Meeting with Council Town Planner - 1 day
    3. Solicitor review of CoS/S32 - 7 days
    4. Offer & Negotiation with Owner - 3-4 weeks
    5. Accountant Establishment of SPV - 1 day
    6. Town Planner Assessment - 2 weeks
    7. Running Concurrently - Total 4 months to complete
    - Town Planning Application Documentation (2.5-3 months)
    - Architect Town Planning Documentation - (2.5-3 months)
    - Landscaping Documentation - (1.5 months)
    - ESD / Energy Reports - (1.5 months)
    8. Council Assessment Period - 3-5 months (Dependant on the council, Inc advertising period, RFI's & Negotiations)
    Assuming Permit granted
    9. Running Concurrently - Total 3 to 4 months to complete
    - Architectural Design Documentation - (3 months)
    - Pre-Sale Period - 3 months
    - Construction Tendering / Builder selection - 3 months
    - Construction Funding - 3 months
    10. Demolition - 5 days
    11. Construction - 12 to 15 months (Inc Defect rectification)
    12. Settlements - 3 weeks

    Like with feasibilities I think timelines need some contingency too, particularly if there is any back and forth re council.

    Also a concurrent 3 to 4 months to start and complete working drawings, tender and then do presales is far too short, you'll be doing well if that's a 6 month period.

    Landscaping and ESD docs won't need 6 weeks and can largely overlap so you can knock some time off there.

    Lastly, I think if you're allowing nearly a month for feaso and then nearly month again for negotiation you'll probably end up with the dregs of the options out there as good sites in this market generally aren't waiting around for 2 months minimum

    Depending on the size of the project it would be very rare to get 3-4 weeks to determine viability especially in a hot market. Sometimes all you will get is 5 working days if you're lucky so you often need to have a decent amount of knowledge to be able to quickly determine if it's a offer/don't offer type project. The offer process may only take 24-72hrs.

    Based on experience/what we do:
    item 6 - 1 week, or less
    item 7 - 2 months, maximum
    item 8 - more like 4 - 6 months
    item 11 - depends on scale, but generally under 12 months, for say up to 4 on a lot
