How does the tenant arrears work in Victoria? My understanding is if tenant is in arrear but not for 14 days then legally PM can't issue warning letter and in that instance what to do to fix the rental arrears before takeing out new policy?

Have the policy in place when you buy the property, don't take it up after the issue has occurred.
Would you take out life insurance after a terminal cancer diagnosis?

Unfortunately based on this your tenant was in arrears on the 03/05. On the 05/05 they made a rent payment to bring the rent back to a paid to of 03/05 (with a small part payment) but on the 03/05 they were in arrears.
