    I'm not sure where you will find this info (I had a look buy couldn't locate it) however there are statutes of limitation and sometimes 'best practice' guidelines on the time period in which to issue an infringement notice.

    Some have limitations of 28 days, others can be years. Check for another date on the notice, many will have date of offence and date of issue (it would be poor practice to back date an infringement notice to November if it was only written late Jan/Early Feb).

    If the issue date is outside the guidelines you may be able to request a review on that basis or argue that the notice is not enforceable (I have no experience with these sort of notices, just having a crack!)
