In NSW, do you generally need council approval to relocate a bathroom in a house?

Not necessarily council, but will need a Complying Developement Certificate from a Private Certifier or Council.

You can renovate an existing kitchen/bathroom without approval, but you will be changing the configuration of the room so will need approval. Unless you are undertaking the changes without altering the configuration of the room (i.e. windows, doors, walls).

    Ah, perfect, thanks!

A house I'm buying (we haven't exchanged yet) has been renovated, and the vendor has moved the bathroom from one part of the house to another... I've now asked for the above. Bathroom is also missing waterproofing and the floor drain isn't even connected to the sewer line...

Just drops under the house? Most do that

Does anyone get approval for that?? Surely there may be heaps of Reno's like that where no one talks to council or even picked up when sold.
I don't want council meddling in my house

Just to throw another spanner in the works...

It may havr predated the codes SEPP and fallen under previous Council exempt development controls...

Possibly; it was only renovated late last year.

What counts as changing the configuration of the room? If you renovate a kitchen and move where appliances are within the existing kitchen but don't touch walls is this still an exempt development?
