I was reading through builders quotes yesterday and it was $80/square meter for colorbond fence 1.8m.

Yes the agent is writing a letter first to the neighbour to ask..

My colleague had the same reaction, why need to replace it if not broken? hehehehe

The neighbour is only obliged to pay half the cost of the cheapest fence typical to the area. Unless your neighbour agrees, If you want colourbond, you will have to pay any amount over half the cost of a cheaper fence, I.e. paling.

I did this, got quotes for a "standard timber fence replacement " .
Neighbour, though they were reluctant, agreed due to the fence falling down........
I replaced it with a colorbond fence, with a 6' concrete plinth underneath
(no weeds under "ever" and easy maintenance)

They refused to pay their $900, even after legal correspondence...........

All because I never served "notice to fence" ! (Vic)
Even though I had emails agreeing to the $900ea cost of timber, V's the $2,800 finished product.

I wore the cost in the end, as legal's were over $700 and not worth pursuing

since the main strucuture is not falling apart. My suggestion would be to repair it and spray paint it black external paint using a spray gun.

No need to spend thousands and with a fresh layer of paint it will last another 10 years.

Yep, if I was asked to replace this, I would say knock yourself out if your paying, there is nothing wrong with the one that is there.

Second, your creating a headache tenant, I would have told the PM off, they are supposed to filter silly trivial requests.

Third, if it is western NSW, I suggest getting quotes from locals, the pricing will be different to city prices.
