Here is a good idea. Allow foreigners to come in here and buy up off the plan properties by the billions of $. Once they have contracted change the stamp duty laws so they pay double and triple the land tax. Also make it harder for them to get finance so more lose their deposits. Then when they sell for a loss loosen up the finance again.
