Is it possible to purchase a homewest house off the government?

My motherlaw has lived in her homewest unit for over 15 years, she's renovated it quite substantially and does not intend on ever moving out. Just wondering if it was possible to purchase a homeswest home or enter into a shared ownership agreement with the government?
