    Some of the larger pet stores have small rooms within the store and these can be leased for grooming etc. Brings customers in to that store and you get exposure to pet owners too. I had a client who operated puppy preschools and another who did grooming etc this way.

    Why do you need a retail shop front? Have you done the math on how much margin per client you'll get, and therefore how many clients you'll need before you break even on the rent alone? Let alone pay yourself for your time?

    For at least the establishment phase, if it was me, I'd want to go mobile to skip the risk of pouring a couple of years savings down the drain as you try and build/scale the business.
