Best place to get info on previous developement

    Im usually not too bad with this stuff but this property has amazed me

    11 Mangariva Avenue, Lethbridge Park, NSW 2770

    How the hell did Torrens title subdivision get approved for something 200m2

    The neighbouring properties of 11a and 11b also seem to be identical and part of the development

    From my google and free land title search I got the following

    The 3 properties are 1-3/1187642
    The properties were built around 2013

    The previous lot number was 116/238619 which appears to be pre subdivision for all 3 lots

    Google maps has it a vacant block in 2009 - built houses in 2013

    Blacktown council Ariel photography has the a single (probably dept of housing) house on all 3 lots in 1977

    Blacktown city council has no development application info on any of the 4 lot numbers provided

    Anyone got any clues?

    about the size of a double garage - wonder if financing would be an issue considering of the size

    What's the zoning?

    In Maitland LEP you can subdivide Torrens Title with approved dwellings down to 300m2

    Have you read the LEP & DCP? Was there a spot rezoning or planning proposal for the site?

    Have you checked with Development register

    Agree. Why not keep bedrooms together to make living space feel larger.

    Am quiet familiar with the LEP and DCP though this was done under the previous documents which I have also read through and cannot see how it got passed, hence why I would love to read the Statement of Environmental Effects

    Have been through the development register for all 4 lot numbers (current and the previous) and nothing is there which is quiet odd

    Currently all 3 are r2 (cannot get previous zoning history but based on surrounding blocks have also been r2 or equivalent) which allows 600 corner lots to be dual occ and subdivided in 300+ each lots

    The closest theory I have is multi dwellings were not prohibited in r2 (2(b) is what It was prior to the 2015 lep) and that affordable renting housing sepp may have been used.

    That only explains the construction. Still no explanation of how a Torrens title was given

    Might call the council again but last time were quiet unhelpful

    a) does it matter?
    b) was there a spot rezoning
    c) As there are 2 separate buildings, was the freestander and second building approved as a building envelope, then a S96 for the duplex?

    a) yes, usually find these examples as a good way to learn for future potential sites
    b) there is no info I can find that the sites were rezoned (regardless even as an r3 site having a 180ishm2 Torrens title is something ive never seen in the council region)
    c) I do not have any info on the da - which is something I'm trying to find out

    @gach2 The other alternative is whether this is a SEPP 5 (over 55's) development.

    @gach2 also the add reads,
    "By Negotiation"
    could there be more to the story. ? eligibility ?

    maybe the land was originally owned / developed by the housing commission. i recall doing a subdivision for the dept once in Gracilis Way Bidwill.
    They didn't have to meet the usual requirements for typical subdivision. ie: No DA.

    some of the early Dept housing sites were "superlots". that is they look laid out like a typical subdivision, roads, individual houses, fences etc., but not individual lots.

    until they decide to sell them off and we go in and cut it up based on where the fences sit at the time of survey. (within reason)

    note who owns next door.

    That was my initial thoughts too, just put on your Crown and avoid council approval.

    Ive had a bit deeper look and I'm guessing someone 'has put on a crown' to push through a Torrens title - though a few things don't look right

    RPDATA - first owner of all 3 properties does not seem to a govt related (Australian private company - not sure if I should be naming names). Timing is about right to when it was under construction

    also can't find any info in relation to the original lot except the following

    onthehouse - suggests it was sold in 2007 for 175 (the entire lot)

    Did confirm with blacktown council that a DA was lodged for multiple dwellings with torrens title subdivision

    As its pre 2016 will have to make a request to actually view the documents

    I recently learnt that you can do Freedom of Information requests to the council, I recently completed one for my owner occupied property, an received all the original planning and building submissions and plans (though heavily redacted personal details).
