Planning to buy a house with a laundry where I want to install an extra toliet.

    1) What is the right process to estimate the cost of installation before signing the contract? What material I should give the plumber for initial assessment?

Sewage diagram / floorplan / photos / original plans?

    2) Do I need to inform BCC myself?

    3) What I should be aware of to avoid underestimating the installation cost? Concrete slab?
I suppose laundry room is one of the cheapest(also easiest) alternative for installing a toliet, right?

It really depends on the specifics of the property- send a couple of Plumbers out to quote. You could send them all that detailed information, but they're still going to want to visit site themselves before committing to a price.

You will almost certainly need Council approval.
